November 14, 2005- KEC staff develops an updated list of issues identified in the KEC process
- Governor’s staff reviews and ranks issues
- Governor reviews and chooses preferences
- Meeting of legislative leaders, KEC Chair, KEC staff to share Governor’s priorities and obtain legislator’s priorities.
- Council meets and selects priority issues after considering priorities identified by legislative leaders and the Governor.
- KEC staff submits funding request to KCC for project funding (limited to conservation and renewables)
- Staff/contractors prepare technical background papers on each issue.
- Staff/contractors prepare preliminary policy options/issues for plan sections.
- Council meets to be updated on status of projects.
- Staff, RMI consultants, interested KEC members, contractors, and others hear and discuss presentations by contractors and KCC staff on the various projects.
- RMI consultants conduct topical seminar on RPS in Kansas.
- RMI consultants conduct roundtable discussions on contractor background studies with staff, study team, and appropriate KEC members.
- KEC reviews background papers.
- KEC reviews policy options/issues compiled by staff.
- KEC decides to move forward, modify, or terminate work on each option/issue.
- Staff develops working drafts of plan sections.
- KEC reviews and approves draft plan sections for release for public comment.
- Staff posts draft policy recommendations on web site.
- Open public comment period with news releases, web site and list serve announcements.
- Staff moderates four forums on KEC draft recommendations during Kansas Renewable Energy & Energy Efficiency Conference.
- Public hearing at Statehouse for Council and staff to hear comment on KEC plan drafts.
- Staff prepares revised drafts based on public comments.
- Council reviews and modifies revised drafts.
- Staff presents background on potential issues for 2008 plan development.
- Staff prepares final drafts for Council on December 13.
- Following Council action, staff prepares 2007 Kansas Energy Plan, which is incorporated into annual report to the Governor, Legislature, and KCC.
- Council reviews, modifies, and approves or disapproves final drafts.
- Council selects priority issues for 2008 plan development.
