The Kansas Energy Council was dissolved by Governor Sebelius on December 31, 2008, in Executive Order 08-13.
KEC Planning Schedule for 2007
November 15, 2006- KEC members and staff begin discussion of 2007 priorities.
- Governor notifies KEC of her priority topics/issues for 2007.
- Council reviews final draft recommendations for possible adoption in 2007 Kansas Energy Plan.
- Council selects priority planning topics/issues for 2007.
- Co-Chairs solicit volunteers for any additional committees (additional appointments will be made prior to first committee meeting).
- Standing committees meet to develop work plan.
- Staff works with standing committees to develop outline for background studies and negotiates contracts, as needed, for completion of studies.
- Staff develops work plans for any additional topics/issues.
- Staff/contractors prepare technical background studies.
- Council meets for updates from staff and committees.
- Standing committees and KEC staff meet as needed to accomplish work plan objectives.
- Deadline for completion of staff/contractor-prepared background studies.
- Staff and standing committees review background studies and compile preliminary general policy options and recommendations for 2008 Kansas Energy Plan.
- Staff works with KCC, contractors, and other state agencies to begin development of charts for Kansas Energy Chart Book.
- Staff and/or contractors provide overview of background studies.
- Council reviews preliminary general policy options and recommendations compiled by staff and standing committees to decides whether to continue or terminate development or pursue another option.
- Staff, in consultation with standing committees, develops working drafts of potential policy recommendations for 2008 Kansas Energy Plan.
- Council reviews and approves, with or without modification, draft recommendations on priority topics for release for public comment.
- Staff prepares plan drafts, including draft recommendations, for public comment period.
- Open public comment period, from September 10 – October 19, with news releases and email announcements.
- Staff posts plan drafts on KEC web site.
- Staff participate in public forums on plan drafts during Kansas Renewable Energy & Energy Efficiency Conference.
- Public hearing at Statehouse (Old Supreme Court chambers, Room 313-S) for Council and staff to hear comments on plan drafts
- Following close of public comment period on October 19, staff revises plan drafts in consultation with standing committees.
- Council reviews and modifies revised plan drafts.
- Staff presents background on potential issues for 2008 planning cycle.
- Staff prepares final drafts for Council action on December 5.
- Council reviews final draft recommendations for possible adoption in 2008 Kansas Energy Plan.
- Council selects priority topics/issues for 2008 plan development.
- Following Council action on Dec. 5, staff prepares 2008 Kansas Energy Plan, for delivery to the Governor, Legislature, and KCC, prior to the 2008 Legislative session.
- Staff completes preparation of 2008 Kansas Energy Chart Book.
